Iranian President Masoud Pezeshkian and US President Donald Trump have electronically signed the Islamabad Memorandum of Understanding (MoU). The agreement set out a framework for the immediate and permanent termination of military operations between Iran and the United States and their allies, alongside provisions on sanctions relief, maritime security and Iran’s nuclear programme.
The MoU is expected to pave the way for further discussions on sanctions, regional stability and other contentious issues between the two countries.
The Iranian Embassy in India also shared details of the signing on social media.
Meanwhile, Pakistani Prime Minister Shehbaz Sharif said the historic “Islamabad Memorandum of Understanding” had been electronically signed by the Presidents of the United States and Iran and endorsed by him as mediator. He said the signing of the agreement at the highest level reflected both sides’ commitment to a diplomatic resolution of the conflict.
“I am honoured to announce that the historic Islamabad Memorandum of Understanding has been electronically signed today between the United States of America and the Islamic Republic of Iran,” Sharif said in a statement.
Sharif said the MoU would enter into force with immediate effect. As part of the initial measures under the agreement, Iran would reopen the Strait of Hormuz, while the United States would lift its naval blockade on Iran.
The Strait of Hormuz is one of the world’s most critical maritime trade routes, carrying a substantial share of global oil shipments. Any disruption in the waterway has historically raised concerns over international energy supplies and regional security.
The agreement is expected to have significant implications for regional stability and global energy markets, with observers closely watching the implementation of its provisions in the coming days.
Pezeshkian Shares Signed Agreement, Calls It a ‘Historic Document’ for Iran
Iranian President Masoud Pezeshkian shared a copy of the signed agreement, describing it as “a historic document” and “a message from a powerful Iran.” He said that “peace will be realized in the shadow of mutual respect” and stated that the Islamic Republic of Iran has always been committed and steadfast to global peace while preserving its dignity and independence, as well as to progress and regional cooperation.
The agreement mandates an immediate and permanent cessation of all military operations on all fronts, including those in Lebanon, with both nations committing to refrain from the use or threat of force. Under the terms of the memorandum, the United States and Iran are to respect each other’s sovereignty and territorial integrity while committing to non-interference in internal affairs. Both parties have agreed to a 60-day window, extendable by mutual consent, to negotiate and finalize a comprehensive deal.
Regarding maritime security and logistics, the United States will immediately begin the removal of its naval blockade, with a commitment to fully terminate it within 30 days. In parallel, Iran has pledged its “best efforts” to ensure the safe, toll-free passage of commercial vessels through the Persian Gulf and the Sea of Oman for a period of 60 days. Iran is further tasked with clearing military obstacles and mines within 30 days and will enter into dialogue with regional states regarding the future management of the Strait of Hormuz.
Finally, the memorandum includes a significant economic provision in which the United States commits to collaborating with regional partners on a reconstruction and development plan for Iran worth at least $300 billion. To facilitate this, the United States will grant all necessary licenses and waivers for the required financial transactions, with the implementation mechanism to be finalized during the 60-day negotiation period.
